San Jose Ditches Automotive Level Of Service

The City of San Jose will abandon its long-time use of Automotive Level Of Service (LOS) as the primary metric for evaluation transportation expenditures, and switch to Vehicle Miles Traveled (VMT) as directed by [California Senate Bill 743]. The switch is expected to further concentrate high-intensity development along routes served by frequency bus or light rail and accelerate the city in its implementation of the Transit-Oriented Development (TOD) strategy favored by planners today.
